In 2014, Marc Pfeiffer, Assistant Director, Bloustein Local Government Research Center and Dr. Ray Caprio, University Professor and Director, Bloustein Local Government Research Center applied data analysis to the long-asked question and explored its nuances. The authors will discuss their study, its findings and the implications for public policy.
